Scheduled to begin operations in 2026, the project is expected to create around 2,600 direct and indirect jobs, marking a milestone in the nation’s industrial and environmental development.
The initiative will be part of the Taiwan–Paraguay Smart Technology Park, located in the Nuevo Azul area, and aims to position Paraguay as a regional leader in electromobility. According to Deputy Minister of Industry Marco Riquelme, the plant will produce electric buses for both the local market and the Mercosur bloc. He emphasized that “the goal is to supply the domestic market and export to the region, consolidating Paraguay as a hub for clean transport innovation.”
The agreement with Mastertrans was finalized following a mission by the Ministry of Environment and Sustainable Development (Mades) in Taipei, where Paraguayan officials learned about the company’s intelligent fleet management technology. Currently, 30 Mastertrans electric buses are already in Paraguay as part of a bilateral cooperation program, and they are expected to enter service before the end of the year.
For the government, Mastertrans’s arrival represents a strategic step toward productive diversification. Over the next three years, the state plans to purchase 1,500 electric buses, and the partnership with Taiwan will not only meet domestic demand but also open export opportunities within Mercosur.
The initiative is also aligned with Paraguay’s National Automotive Policy and its climate action plan. The vehicles to be assembled will feature fast-charging technology, capable of restoring battery levels from 20% to 80% in just 15 minutes. They will also include electronic ticketing systems, onboard cameras, and satellite tracking, advancing the country’s goal of a cleaner, more modern, and efficient public transportation system.

In parallel, the government is moving forward with the creation of the Tooling and Automotive Skills Center (TASC), a joint project with South Korea designed to train specialized technicians in electromobility. According to Riquelme, “this center will serve as the foundation for a new generation of professionals in the electric vehicle industry.”
With these combined efforts, Paraguay seeks to strengthen its industrial base, reduce its carbon footprint, and become a benchmark for sustainable transport innovation in Latin America.
